About the flag
I received already infos from Peru, including Air Force. Unfortunately those infos will be available in my Bulletin [frp] only in 2001 (next millenium).

Light blue flag with Air Force emblem, which shows a golden bird (stylized condor?) under the national arms and white stars, all on a red ring ribbon with yellow letters reading "Fuerza Aérea del Peru".

The Peruvian Air Force was formed in 1919 as Servicio de Aviación Militar del Ejército del Peru and changed it name few times until became Fuerza Aérea del Peru on July 1950. Book [c2e98] reports that in 1922 it adopted a roundel and vertical rudder stripes (see this photo from Airliners.NET); same markings appear at_Jane’s_ [jfs] 1945.

Airforce Aircraft Marking
The Album 2000 [pay00] says that the Navy Aircraft Marking is the Civil flagon fin. (Identical to the Navy Aircraft Marking.)

Book [c2e98] reports that in 1922 it adopted vertical rudder stripes; book [whe86] shows fin flash instead of rudder stripes. As costumary in South America, both are right: Non-camuflagued planes use rudder stripes (see example photofrom Airliners.NET) while camuglagued planes use fin flash (see example photo from Airliners.NET).
